PAYE Modernisation does not lend itself to operating separate branches / offices using the same employer registration number nor does it lend itself to processing groups of staff separately e.g. directors on one payroll and other staff on a second payroll. There are various reasons for this including:
An employer can have as many employer registration numbers as they want. The solution is to register another number and obtain another cert.

PAYE Modernisation for Payroll Bureaus - The ins & outs of increasing fees without losing clients
PAYE Modernisation is the most significant change ever to happen to the Irish PAYE system and introduces a new and improved way of reporting to Revenue. Employers will need to submit information to Revenue in real time, every time an employee is paid, and as a result, the PAYE system will be more efficient. All employers with at least one employee will need to comply with the new system by law.
PAYE Modernisation does not change the way PAYE is calculated; it just means that employers will need to make more regular submissions to Revenue each time the payroll is processed. Every time you pay your employees, a file known as a Payroll Submission Request (PSR) will need to be submitted to Revenue.
PAYE Modernisation as a profitable service?
For employers who submit a yearly P35 return or those with little payroll experience, the changes to the payroll legislation will be complex and hard to understand. If your clients outsource their payroll processing to you, they will expect you to deal with PAYE Modernisation on their behalf. It is important that you work with your clients to make sure they are fully ready for PAYE Modernisation and understand the additional work required on your behalf.
The new PAYE legislation will be a big change for all employers - it will abolish the once a year P35 submission system, forcing them to submit their payroll information to Revenue each pay period. With the added workload required to process PAYE Modernisation, it is inevitable that these types of clients should expect to pay more for the extra work provided. Payroll bureaus will now need to prepare, process, finalise the payroll and submit the information to Revenue each and every pay period. PAYE Modernisation is the perfect platform to re-align your payroll services as a viable growth area of your accounting firm or payroll bureau.
This guide will examine practical tips to ensure PAYE Modernisation will be a smooth and profitable process. Be ready to offer PAYE Modernisation as a service that your clients will be happy to pay for.

PAYE Modernisation or real-time reporting (RTR) will enable Revenue to ensure that employees are receiving their correct tax credits and cut-off points throughout the year. This compares with the current PAYE reporting which is done through P35s on a yearly basis.

Graham Doyle, Head of Communications from the Data Protection Commissioners office will be joining us to discuss GDPR and the effect it is having on all businesses. This FREE CPD accredited webinar will look at what is new in GDPR, how it may affect your business and what have we learned from the GDPR 3 months on. We will also look at how Thesaurus Payroll Manager can help your organisation utilise the new regulation to benefit you, your customers, suppliers and employees.
In preparation for PAYE Modernisation, Revenue is asking employers to send a list of their employees through Revenue's Online Services (ROS). This list will ensure that both Revenue and employer records are accurate and up-to-date.
A significant number of employers are still processing their payroll using a manual or spreadsheet system. A manual approach may seem like an attractive option but can result in inaccurate payroll processing. From January 2019, employers will be required to submit their payroll returns electronically and in real-time, each payroll run, allowing Revenue to access the most up-to-date information.
One of the main principles of the GDPR is that data shall be processed lawfully, fairly and in a transparent manner. These three elements overlap and all three must be satisfied in order to demonstrate compliance. The GDPR stipulates that anywhere personal data is being collected, either directly or indirectly, Privacy Notices should be in place.
We have teamed up with Sinead Sweeney who is the PAYE Modernisation Change Manager for the Revenue Commissioners. The webinar will peel back the legislation to help you understand and implement the new changes for your business. The objective of PAYE Modernisation is for Revenue, employers and employees to have access to the most accurate, up-to-date information relating to pay and statutory payroll deductions. Places are limited.
Employer webinar: 4th September | Bureau webinar: 6th September
Many bureaus have expressed concern and confusion in relation to getting consent from their client’s employees and securely distributing payslips. Payroll bureaus do not need to seek consent from individual employees that the payroll is processed for. However, the employer will need to inform their employees that they are sharing their personal information with a third party.
Our GDPR experts have put together a list of some of the frequently asked questions that we have been asked by our customers regarding the General Data Protection Regulation. Additionally, the legislation states that whenever a data controller (e.g. business/employer) uses a data processor (e.g. payroll bureau) there needs to be a written contract or Data Processor Agreement in place.

The employee app is available to download for free on any Android or iOS device.
Thesaurus Connect offers an online intuitive app, providing employees with the following benefits:

The Thesaurus Connect app increases the level of accessibility that employees have to their payroll data while providing innovative features that reduces the overall administrative HR processing time and general payroll related enquiries.
Payroll bureaus can now automate the distribution of payslips and eliminate the need to print or email payslips to employees. Employees no longer need to contact their payroll bureaus when they need 6 months worth of past payslips when applying for a mortgage or loan. The leave management tool reduces back and forth correspondence between you and your client. All leave requests can now be managed by your client and will automatically be updated to the employee’s calendar in Connect, if approved. Under the GDPR, it is recommended that you provide individuals with a remote self-service system. Thesaurus Connect offers an additional layer of security while providing a self-service app, helping bureaus work towards GDPR compliance.
Employers can offer their employees a self-service app offering full transparency when accessing payslips and other personal information. The annual leave management tool allows employers or HR managers to seamlessly process leave requests with changes updating on the employee’s calendar on their online portal.. The employer portal provides an overview of all employee leave in the company-wide leave calendar, ensuring that employers have adequate cover at peak times. The smartphone and tablet app allows employees to seamlessly connect and interact with employers and HR managers, cutting down on employee queries, making it a valuable time-saving tool.
The employee payroll app provides a better control process, improved efficiency and an online platform for your team to manage their payroll information and personal contact details. Employees have instant access to their payroll information including payslips, an employee calendar and an annual leave request facility. Employees can also view their HR documents such as their contract of employment and employee handbooks. The Thesaurus Connect app offers enhanced GDPR security for the employee’s personal payroll data. Employers must take steps to protect and securely manage employees’ personal data to comply with GDPR. Equally, where a business outsources their payroll to a third party (payroll bureau), they are legally obliged to provide assurances to safeguard the payroll information they manage on behalf of their clients. Places are limited.
PAYE Modernisation is a mandatory payroll requirement that will be introduced from the 1st January 2019. It won’t change the way you calculate your PAYE information, it just means that you will need to send your data through to Revenue in real time. Every time you pay your employees (i.e. each pay period), you will need to submit PAYE information to Revenue, through an API link via your payroll software.

Whenever a data controller uses a data processor there needs to be a written contract in place. The contract is important so that both parties understand their responsibilities and liabilities. The GDPR sets out certain information which needs to be included in the contract.

The way you process your payroll is changing forever. PAYE Modernisation is a new system that is being introduced where all employers must comply and implement the new PAYE changes. From the 1st January 2019, your payroll will need to be processed in real time, where employers will be required to calculate and report their employees pay and deductions as they are being paid.
