From January 2020, customers will be billed on a usage subscription model based on the number of active employees in the billing month. Once signed up for a Thesaurus Connect account, you will be invoiced monthly in arrears through our new online billing system. There are no contracts or ties. Should you decide to stop using Connect, no notice is required. Payroll Bureaus on a bureau package will be charged based on the total number of active employees in respect of clients that are synchronised to Thesaurus Connect (not on a client-by-client basis). Our 2020 order system will be available shortly.
Thesaurus Payroll Manager offers a facility where users can securely purchase One4all gift cards for their employees. Employers can give a gift card of up to €500 tax free to employees. Under the small benefits scheme, both company directors and employees can receive a gift card completely tax free each year. Thesaurus Payroll Manager customers can purchase gift cards directly from the payroll dashboard from One4All. There is no additional charges on Thesaurus Payroll Manager to avail of this facility to purchase gift cards.

With real time reporting now in place for employers, Revenue has turned their focus to the benefits of this new system for employees. Since the 15th of May, all employees can now view their payroll details, as reported by their employer, through myAccount. Employers should be aware that employees can now view any discrepancies between payroll details on an employee’s payslip and those reported to Revenue.

Corrections must always be dealt with on the basis of 'follow the money'. This means that if an employee has been underpaid/overpaid in a previous pay period, the correction of the underpayment/overpayment should be made in the next payroll run you perform. Where an employee, however, has physically received a payment amount which differs to the amount shown in the payroll, this will require a 'correction submission' to be made to Revenue in order to rectify the error. Some businesses have noticed a reduction in sick days since implementing employee self-service systems. As sick days are much more visible on screen for both employees and their managers, this likely acts as an incentive to keep sick days to a minimum. With Thesaurus Connect, employees can view their annual leave and sick days instantly from their smartphone or tablet.
Since the introduction of PAYE Modernisation, employers are no longer required to issue a P45 to an employee and submit the P45 Part 1 to Revenue. Instead, an employee’s leave date is to be reported to Revenue in the final payroll submission made for the employee. Therefore, to process a leaver in Thesaurus Payroll Manager, you will now enter their leave date at the time of entering a final payment to them and before you update the pay period.

With Thesaurus Connect, the powerful and secure online portal for employees gives them access to view and retrieve historic payslips and other payroll documents, eliminating requests to their manager. Employers are required to notify Revenue of any new employees or employees who have left their employment. Since January 1st 2019, employers are no longer required to submit a P45 Part 3 or a P46 to Revenue to register a new employee. Instead, an employer will now submit a Revenue Payroll Notification (RPN) request for the new employee.

Employers will now need to connect to ROS before calculating pay and deductions to ensure that they are using the most up-to-date tax credits and cut-off points. They will also have to report these deductions to Revenue every time employees are paid. Employees will be able to view pay and deductions on myAccount on the Revenue website.

Thesaurus Payroll Manager offers a facility where users can securely purchase One4all gift cards for their employees. In 2015, the Irish government announced that employers can now give a non-cash benefit up to the value of €500 tax free to employees. Gift cards arrive addressed to the employer in an unmarked envelope for extra security.
PAYE Modernisation does not lend itself to operating separate branches / offices using the same employer registration number nor does it lend itself to processing groups of staff separately e.g. directors on one payroll and other staff on a second payroll. There are various reasons for this including:
An employer can have as many employer registration numbers as they want. The solution is to register another number and obtain another cert.

In preparation for PAYE Modernisation, Revenue is asking employers to send a list of their employees through Revenue's Online Services (ROS). This list will ensure that both Revenue and employer records are accurate and up-to-date.
A significant number of employers are still processing their payroll using a manual or spreadsheet system. A manual approach may seem like an attractive option but can result in inaccurate payroll processing. From January 2019, employers will be required to submit their payroll returns electronically and in real-time, each payroll run, allowing Revenue to access the most up-to-date information.
One of the main principles of the GDPR is that data shall be processed lawfully, fairly and in a transparent manner. These three elements overlap and all three must be satisfied in order to demonstrate compliance. The GDPR stipulates that anywhere personal data is being collected, either directly or indirectly, Privacy Notices should be in place.

Many bureaus have expressed concern and confusion in relation to getting consent from their client’s employees and securely distributing payslips. Payroll bureaus do not need to seek consent from individual employees that the payroll is processed for. However, the employer will need to inform their employees that they are sharing their personal information with a third party.
Our GDPR experts have put together a list of some of the frequently asked questions that we have been asked by our customers regarding the General Data Protection Regulation. Additionally, the legislation states that whenever a data controller (e.g. business/employer) uses a data processor (e.g. payroll bureau) there needs to be a written contract or Data Processor Agreement in place.
